1/3 ( 21m + 27 )
= 1/3 X 21m + 1/3 X 27
= 7m + 9 ..

The expression is may also be written as, (21m + 27) / 3. The numerical coefficients of the numerator are divisible by 3 such that,
3(7m + 9) / 3
Cancel out 3 from numerator and denominator. The final answer would be 7m + 9.
