These ordinances were meant to encourgament settlement by providing white farmers with cheap farmland that they could cultivate. Along with this, providing a path for these territories to become states also encouraged settlement.

Eventually, these two land ordinances would result in the development of over 10 US states. Many of these states are located in the modern day midwest.
