To answer the question above, we just have to arrange the numbers from greatest to smallest or the other way around. For this item, I choose the latter.
5.65 > 5.63 > 5.60 > 5.59
Thus, the heaviest bag weights 5.65 kilograms and that is Bag A.

when the actual mass of the cabin bags A, B, C,D are

5.65 , 5.59 , 5.63 , 5.60

So when we arrange it from the heavy bag to the light one are

A>C>D>B

So the heaviest bag is bag A

when we measure to the nearest tenth of a Kg of bags:

Bag A = 5.65 to the nearest tenth of a Kg ≈ 5.7 Kg

Bag B = 5.59 to the nearest tenth of a Kg ≈ 5.6 Kg

Bag D = 5.60 to the nearest tenth of a Kg ≈ 5.6 Kg

as you see the only bag is not be the same mass as the others is Bag A
