I think the best answer to your question is letter B. B=0. in the first trinomial factor of a form ax^2+bx+c is where the both variable values are not zero or having a positive or negative value which could make it possible to be factor off. While the second function px^2+q is the data that should be assigned into B is canceled out because its value is Zero.
