How does the vice president assist with passing laws,prevent from passing laws, and what role does this person have in the lawmaking process?

The state makes a law. It is passed to the senate for them to vote. If the total comes up to 50 who agrees and 50 who disagrees, the vice president decides his vote to break the tie.
