$4.10^(10)* 0.25* 10^(-6)= 1.025*10^4\to\boxed{10.250}$

$4\cdot10^(10) \cdot 0.25\cdot10^(-6)=4\cdot0.25\cdot10^(10)\cdot10^(-6)=1\cdot10^4=10,000$
