Some of the factors that hinder the improvement of water quality in Eastern Europe are:
-outdated infrastructure. Many places still have very old infrastructure, which was built during the Soviet times
-cost: Eastern Europe is much poorer than Western Europe and therefore does not have the money to invest in infrastructure and in the cleaning of the water
