It was A. The letter is now known as the Zimmerman Telegraph. It said that if mexico helped Germany to defeat the states, then Germany would give the land that the United States took from Mexico. Including texas and California.

Though at the beginning of 1917 the United States was close to deciding his entrance to WWI against Germany for suspending unrestricted submarine warfare on February 1, 1917, and for having attacked several American ships in the past, Americans' decision was reaffirmed when they received a deciphered Telegram, that had been issued from Germany toward Mexico.

The message, called "The Zimmermann Telegram" was intercepted and deciphered by British code breakers and later sent to the U.S. on February 20. The telegram was a secret message in which the German foreign secretary, Arthur Zimmermann, proposed Mexico an alliance in the case of war between the U.S. to invade America, and promised Mexico financial and territorial rewards for its support.
