The correct answer to this question is 15x + 30y <= 1800.

multipliy 30*60 (as it is 60min in an hour). Convert 15min and 30min into hours, leaving 30 as is.

(1/4)x + (1/2)y ≤ 30
By multiplying every term with 60( to convert from hours to minutes) we get
15x+30y≤1800
