The answer is C. Not all eukaryotic cells have chloroplast though all eukaryotic cells have mitochondria. Chloroplasts are mostly found in photosynthetic eukaryotic organisms such as the Euglena and plants.

Both organelles have an inner and outer membrane are significant in energy conservation. Mitochondria stores energy in ATP molecules while chloroplasts harness energy from sunlight

Both are found in all eukaryotic cells is the one among the following choices given in the question is not one of the features that is common in mitochondria and chloroplasts.
