Hydrochloric acid is a strong acid while potassium hydroxide is a strong base. When the strong acid and the strong base are mixed, it forms a salt (potassium chloride) and water. For evry mole of Hcl reacted, there is also one mole of Kcl needed. Hence, the volume needed is 25 ml as well.
