Why did king leopold ii want to set up children’s colonies at boma and leo?

King Leopard ii owned the entire Congo during his reign. He did not only "buy" the country, but he also made it his personal slave plantation. His reign was actually enforced via body mutilations, torture, work camps, and his private army. He wanted to create children’s colonies at leo and boma so as to strengthen his army by supplying more soldiers.
