Dilation would result in enlargement or reduction. If the scale factor is greater than 1, an enlargement would occur. If the scale factor is lesser than 1, a reduction would occur.

Since the given scale factor is - 4, an enlargement would occur. The negative sign means that the image would be on the other side of the center of enlargement(origin)

The new vertices would be

R' = ( - 7 * - 4, -1 * - 4) = (28, 4)

S' = (2 * - 4, 5 * - 4) = (- 8, - 20

T' = (- 2 * - 4, - 3 * - 4) = (8, 12)

U' = (- 3 * - 4, - 3 * - 4) = (12, 12)
