y = 2x - 17....slope here is 2....perpendicular slope would be the negative reciprocal of 2...all that means is " flip " the slope and change the sign.
So the perpendicular of 2, or 2/1, is -1/2.

y = mx + b
slope(m) = -1/2
(-8,1)...x = -8 and y = 1
now we sub
1 = -1/2(-8) + b
1 = 4 + b
1 - 4 = b
-3 = b

so ur perpendicular line is : y = -1/2x - 3....answer A
