F=k(Q1* Q2)/(d^2)

Where:

F= electrostatic force

Q1 = charge 1 = 3 uC

Q2 = charge 2 = 5 uC

d = distance

k= Coulumbs constant

If both charges double and the distance doubles, the electrostatic force change would be by a factor of 1.
