We are given with the equation y = 12x + 24  where 12 is equivalent to the 12 watts of electricity and x is the number of hours of manufacturing and y is the amount of electricity expended. When there are no parts manufactured, then x = 0. Substituting, y = 24. hence the answer is 24 watts.

24 because when you plug in 0 for both x and y:

0=12(0)+24
12*0=0, leaving you with 24.
