It is a complete and correct sentence.
It is a fragment that is missing a subject.
It is a fragment that is missing a predicate.

Answer: D

Explanation: "Cassidy" is the subject, and "volunteered" is the verb, but we don't know what he's volunteering for just looking at that sentence alone. So out of context like this, the thought is incomplete, and the sentence is a fragment.

You could see if used correctly in something like "The teacher needed someone to stay after class and help clean up. Cassidy volunteered."
