x2 + 6x + y2 - 4y - 3 = 0

then,first complete squares

(x^2 + 6x + 9) + (y^2 -4y + 4) - 3 = 9 + 4

Factorize

( x + 3)^2 + ( y - 2)^2 = 9+4+3 = 16

with this equation we find

center of circle is (-3, 2)

and radius is

R= √16 =4
