You have a mistake in your question... y-intercept must be ( 0, -9 ), because with coordinates ( 0, 9 ) there is no answer.
The line equation of the 1st line:
-4 = -3m - 9
3 m = - 9 + 4
3 m = -5
m = - 5/3
If the 2nd line is parallel to this one m-value is also -5/3.
-7 = - 5/3 · 3 + b
- 7 = - 5 + b
b = - 2
Answer: C ) y = - 5/3 x - 2
