The drafters mention the abuses of King George III in the Declaration of Independence. The written version of that is "He has endeavored to prevent the population of these states; for that purpose obstructing the laws for naturalization of foreigners, refusing to pass others to encourage their migrations hither, and raising the conditions of new appropriations of lands."
Here naturalization means to become a citizen which the existence of a King prevented it. Two other reason is followed by. Those reasons are obstruction of migration and making the conditions difficult for the landowners.
