the format of the equation of a circle is
(x - h)^2 + (y - k)^2 = r^2
where
(h, k) is the center
and r is the radius
in this case
h = 12
y = 32
and
r = sqrt(49) = 7
therefore
center = (12, 32)
radius = 7
