The second section of skyscrapers was inteded for various types of office works and businesses. The remaining sections were for things such as storage where the companies would keep necessary materials, while one would be for things such as leisure, where people could go and have fun or shop or eat or anything similar. Basically they were very similar to contemporary malls, except we don't see the office works and storage in malls, even though it's there.
