Do you mean "write a polynomial which accept 2,-4,1+3i" as roots ?

If yes 1-3i is also a root.
Polynomial is
k*(x-2)(x+4)(x-(1+3i))(x-(1-3i))
=k(x-2)(x+4)(x²-2x+10)
