To get the answer, you simply need to make an equation of knowing that 1 liter is 60% of the bottle. In equation it will be like this,

0.6(x) = 1L
then,
x = 1 liter / 0.6

let x be the total number of Liter in the bottle
0.6 as 60%
1L as the 60% of the bottle.
