Why is it philosophically within the idea of Utilitarianism for Arizona to have the death penalty while other states do not?

Philosophers think that is sometimes acceptable and justifiable. They have various reasons to why it is justifiable. Utilitarians believe that the punishment is a balance of good and evil and also has considerations. Both philosophy and utilitarianism somehow have similar ideas to why a punishment such as death penalty should be imposed.
