J. Howard Edmondson was the governor of Oklahoma from 1959 to 1963 as well as a United States Senator. Furthermore, Edmondson integrated the Democratic Party. While he governed Oklahoma, he attemoot to make many changes including the reform of the county commissioner system: he aimed to reduce the power of county commissioners and to add further responsibilities to the State Highway Commission when it came to controlling funds.
