the train or truck might get crashed or there might be a hole and because it is a part of an nuclear it is pretty much active and if there are house close to it something might happen if one of the answer that I told is right

Certainly, radioactive spill would be a huge concern to communities and businesses in the vicinity. Another concern is the clean up and contamination afterwards. Likely most communities would be clueless as to how to handle such a spill.
