From 12 teachers to 48 percent increase
=> 12 * 0.48 = 5.76 or 6
=> 12 + 6 = 18 teachers if it increases to 48%
or decrease
=> 12 teachers - 6 teachers = 6 teachers.
if it decreases by 48%
