the answer is D)307,000 because the 495 is less than 500

Well the 7 is in the thousands place. If the number after is 1-4 it stays the same and everything after drops if it's 5-9 you add 1 to the number and drop everything after. Since 4 is 1-4 keep the number the same and drop everything after: 307,000. D. is the correct answer :)
