I would say B, though transgress can be used two ways; with and without a verb. With a verb it means passing limitations such as dimensions of time or space (as used in Science-Fiction novels). Without a verb the word is used to represent "to violate a law". This could also be interpreted a violating a command, thereby commanding in its own right.
