How did the Militia Act affect African Americans during the Civil War?

At first, there were doubts about the African Americans joining the Civil War as they might prolong the war. But because of the support that they are getting, it was advantageous for the Army of Potomac. Though there was a debate over their pay receiving lesser than the normal soldier, they were given their freedom as well as their families.
