How does doubling the side length of a right triangle affect it's perimeter?

The perimeter will then also be doubled.

Since the perimeter is adding all three lengths of the triangle's sides together, the doubling of the addition will result in the doubling of the sum. Thus, the perimeter will be doubled also.
