The sentence that shows the correct verb mood usage is 'My mom recommends that he get a cart before going in.' The rest of the sentences does not show the correct verb mood.

The sentence that shows the correct verb mood usage is My mom recommends that he (should) get a cart before going in.
In 1) it should be - we were in the grocery store
In 3) it should be - go tell
In 4) it should be - you should have arrived when the store opened
