One of the things that probably connected PPACA to go against the US values of individualism and personal responsibility would be it would make us rely too much on the government ( in this case , for  a free health care), which budget is actually use to target the people who actually need it which go against our personal responsibility

A national program that forces people to buy health insurance or forces employers to provide insurance goes against the American ideal of personal responsibility. Many Americans believe it is up to individuals to take care of themselves and that, as long as they work hard enough, they should be able to do that. For this reason, many people think the PPACA takes away that responsibility.
