The model is an algebra tile model.

1st big tile is x², however, it is in black thus it's a negative sign. -x²
2 white tiles represent 2x
3 black tiles represent -3x
3 white small tiles represent + 3
1 black small tile represent -1

-x² + 2x - 3x + 3 - 1 ⇒ -x² - x + 2 Choice C.
