How did governments and international organizations cut down on the number of opium farms?

Governments raided opium farms and arrested farmers
Governments sprayed opium farms from the sky, killing the plants
Governments helped farmers start replacement crops
Governments did not get involved – and allowed farmers to grow whatever they pleased

The Government and international organizations manage cut down the number of opium farms because : the Governments helped farmers start replacement crops.

So basically they eliminate the opium Farm and replace it with a another type of crops that is more sustainable, bring more benefit and do not bring harmful effect to the society, such as corn or Potatoes
