How was the War Powers Resolution intended to limit presidential authority?

The War Powers Resolution aimed to restrict the president's military powers. When the United States became involved in Vietnam, Congress passed the Tonkin Gulf Resolution which stated that the president will have unlimited military power without actually declaring war. President Richard Nixon took advantage of this and started issued bombings and invasions without Congress's consent. when Nixon was booted out of office, the War Powers Resolution was passed which said that any military actions the president wants to take has to be run by Congress 48 hours before the action and Congress has to approve this. Also, it stated that the president can not have troops stationed overseas for more than 90 days during peacetime.

The War Powers Resolution requires the President to inform Congress within 48 hours that he or she has entered a military engagement by committing troops overseas. It also stipulates that these troops cannot be engaged in this conflict for more than sixty days without authorization from Congress.
