What is at least one technique a miner could have to help reduce the negative impact of mining on the environment/land? And how do you think this might affect the cost of mining??

The best mining practices depend on several factors, first the type/material of extraction and second the land characteristics. Nonetheless, there are some key points that we can highlight in the mining process, such as mitigation equipment (sprinklers, tents, sinks, etc.) that help reduce air pollution as well and one of the most important, efficient use of water and proper management that avoid water pollution and water tables pollution. In many cases, mitigation measures make the process harder and/or more expensive therefore many mining companies do not implement such measures and must be practically forced by the local authorities to implement them.
