I think this is a question of whether to substitute who or whom? If so, then the answer would be whom. Nathan Heinz, whom many consider a highly skilled vaulter will be competing today. This is because the pronoun that is substituted is 'him' form and not 'he' form when it is formed into a different sentence with the pronouns.
