Since 1 mm = 0.1 cm, then 500mm x 600mm = 300,000mm, or 30,000cm.
Now you need to divide 30,000 into 25.
30,000 / 25 = 1,200
Now lets check our answer.
1,200 x 25 = 30,000
So 1,200 25's can fit in 500mm x 600mm.
