This is because, the people who conduct the survey and came to the conclusion of B are making an assumption that they are too busy. This is biased because from the point of view of THEM or even the education board, this could be manipulated in such a way that is not factual.

So in a nutshell, B is bias because it is not 100% factual. Remember, it's all about perspective.
