The tourists in the bus are compared to the sardined in a can. Figures of speech denote a figurative language and not a literal one. In the sentence, it is in a form of a simile because of the use of 'like'. Metaphor is a figure of speech which is similar to simile but does not use 'like' or 'as' in the sentence.
