in ax+by=c form
slope=-a/b
a paralel line has same slope
4x+y-2=0
4x+1y=2
slope=-4/1=-4
therefor the other line has to have a slopt of -4
y=mx+b
m=slope
b=y intercept
slope=-4
y=-4x+b
input a point tha we ar given (4,-3)
x=4
y=-3
-3=-4(4)+b
-3=-16+b
add 16
13=b
y=-4x+13
get to ax+by=c form
add 4y both sides
4x+y=13 is the euation
