exponential laws

(x^(m))^(n)=x^(mn)

x^{(m)/(n)}=\sqrt[n]{x^(m)}

so
(m^(2/3))^(1/2)=m^(2/3 times 1/2)=m^(2/6)=m^(1/3)=
\sqrt[3]{m^(1)}=
\sqrt[3]{m}
