The two point formula :

y-y_1=(y_2-y_1)/(x_2-x_1)(x-x_1)

The points are (-2, 1) and (1, 10)

Using the formula above :

\begin{gathered} y-1=(10-1)/(1-(-2))(x+2) \\ y-1=(9)/(3)(x+2) \\ y-1=3(x+2) \\ y-1=3x+6 \\ -3x+y=6+1 \\ -3x+y=7 \\ 3x-y=-7 \end{gathered}

The answer is 3x - y = -7
