Explain Why, in winter, most of the meltwater produced by salting the roads will not infiltrate the soil

I'm guessing because salt is very soluble in water that it goes with the melt water. Even if it infiltrate to the soil, water still seeps through the soils and still the salt will dissolve in water and goes with water which will runoff to bodies of water.
