15/100, since theres 2 digits in 15 the very last digit is the "100th" decimal place

In order to write a decimal as a fraction, you simply need to put all the numbers in the decimal as the numerator of the fraction, and then put a multiple of 10 with as many zeros as there are numbers to the right of the decimal point as the denominator.

0.15 =
(15)/(100)

We can reduce our resulting fraction, since both numerator and denominator are divisible by 5.


(15 / 5)/(100 / 5) = (3)/(20)

Which is our final answer.
0.15 written as a fraction is
(3)/(20)
.
