The mode is the one that has the highest frequency.

The letter x occurs most frequently at point 9. This means 9 occurs most frequently, OR

Observe carefully that the axis on which the data distribution is shown is graded in twos. That is, 2, 4, 6, 8 and so on.

Observe also that the numbers have one stroke between each of them. These strokes each represent the value between each interval. The stroke between 2 and 4 is 3, and that applies to all other intervals. That is the stroke between 12 and 14 is 13, and so on.
