I believe that the correct option is option D) the war powers act.

It was an American emergency law signed in 1941 that increased the Federal power during World War II. It was signed by the President Roosevelt and it gave him enormous authority to execute World War II in efficient manner. The President was authorized to do things that in times of peace could be seen as unconstitutional like reorganize the executive branch, independment government agencies and government corporations for the war cause. He also was allowed to censor mail and others forms of communication with foreign countries. These power would remain untill six months after the end of the war. Some time later there was a second war powers act that strengthened the powers of the President.
