How is multiplying fractions the same as multiplying whole numbers and different

Different: Because you need to make it a fraction not a whole number

Similar: Because you are both multiplying numbers

Reasoning:

The reason for this is because if you are multiplying 1/4 to 2 it equals 2/4.

But if you are multiplying 14 and 2 you don't get 2/4 you get 28.

Well one similarity is that since you have to multiply, integer rules still apply and that you can also multiply variables. A difference is that with fractions, you have to make a number into an improper fraction rather than just the regular way which would most likely be the whole number with a decimal.
